President Yoweri Kaguta Museveni unveiled a bold plan to empower unemployed graduates through a special Graduate Fund, as highlighted in the NRM Manifesto 2026–2031.
The fund is designed to support graduates who have been out of employment for two years or more, helping them join and thrive within the money economy. This initiative seeks to transform educated but jobless youth into active contributors to national development by providing them with financial support and entrepreneurial opportunities.
Over the years, the NRM government has prioritized mass education, introducing the Universal Primary Education (UPE) and Universal Secondary Education (USE) programs. These policies have enabled millions of Ugandans to access education and attain higher qualifications. However, the growing challenge of unemployment among educated youth has remained a pressing concern—one that this new initiative aims to resolve.
The Office of the President for Patriotism, under Commissioner Hellen Seku, has played a crucial role in shaping the ideological mindset of graduates through patriotism and values-based programs. This ideological foundation prepares young people to embrace available opportunities responsibly and productively.
Many young graduates have expressed gratitude to President Museveni and the NRM government for recognizing their struggles and taking tangible steps to address them. They view the Graduate Fund as a significant opportunity to transform their lives and contribute meaningfully to Uganda’s economy.
In appreciation, a number of youth groups have pledged their continued support for President Yoweri Kaguta Museveni in the 2026 elections, emphasizing their commitment to “protecting this gain” and advancing the vision of socio-economic transformation championed by the NRM.
