UGX 200m Namugongo Land Scam Rocks NDA as Senior Manager Allegedly Splashes UGX 700m on Lubowa Mansion

KAMPALA, UGANDA — Reports of alleged corruption and fraud have emerged within the Uganda National Drug Authority (UNDA), following claims that a senior official in the procurement unit was recently defrauded of UGX 200 million in a land transaction in Namugongo.

According to sources familiar with the matter, the procurement officer allegedly received a substantial commission from a supplier and quickly sought to invest the money in real estate. He reportedly contacted a land broker in Namugongo and expressed readiness to pay immediately for a suitable property.

However, the official is said to have completed the transaction without conducting proper due diligence. Days later, it allegedly emerged that the land sellers had no legal ownership of the property.

A subsequent search at the land registry, conducted by a lawyer, reportedly revealed that the land title issued to the official was fake and allegedly originated from illegal printing operations along Kampala’s Nasser Road.

Sources further claim that after the transaction, the brokers switched off their phones and allegedly threatened to expose the official’s wealth and properties if he pursued the matter. Fearing public scandal and possible investigations, the official is said to have abandoned efforts to recover the funds.

In an unexpected twist, a proprietor of one of the pre-qualified garages that services UNDA vehicles reportedly offered the official UGX 165 million as a form of financial support. The official is said to have used the funds to purchase a high-end Toyota vehicle.

Meanwhile, in a separate development, another senior official from UNDA’s quality management department is alleged to have secured UGX 700 million from a deal, which she reportedly used to purchase a new home in Lubowa, along Entebbe Road.

Sources indicate she recently relocated from Mutundwe in Rubaga Division to the Lubowa residence. Her personal relationship with a colleague has reportedly caused domestic tensions, prompting family members to seek mediation through church leadership.

The official is also said to be exploring further investments, including plans to construct rental apartments on a separate plot of land near her new residence. Reports indicate she has begun the process of applying for a bank loan to finance the development.
