Minister for the Presidency Hon. Babirye Milly Babalanda has delivered President Yoweri Kaguta Museveni’s message of condolence to families of two Buwenge residents who were killed during violence that occurred in the recent LC1 elections in Buwenge Town Council, Jinja District.
The minister represented the President at the burial of Fred Kalulu, 19, and Latibu Ikaali, 23, whose deaths followed clashes at Buwenge Progressive Academy polling station in Kabi Zone on Tuesday, July 28. Kalulu died instantly at the scene, while Ikaali succumbed to injuries while undergoing treatment at Jinja Regional Referral Hospital.
Addressing mourners, Babalanda conveyed the President’s sorrow over the incident and assured the affected families that government would ensure a thorough investigation into the circumstances surrounding the deaths. She said anyone found responsible would be held accountable in accordance with the law.
The minister described the loss of lives during an electoral process as unacceptable, urging Ugandans to embrace peaceful participation and avoid violence whenever disagreements arise. She reminded citizens that elections are meant to give people an opportunity to choose leaders, not become a source of conflict and bloodshed.
Babalanda also issued a strong warning to security leaders, particularly Resident District Commissioners, over their role in maintaining peace during public activities. She said government would take action against officials who fail to respond effectively to situations that threaten the lives and safety of citizens.
“RDCs are responsible for coordinating security in districts. We cannot allow officers to neglect their duties when lives are at risk. Those who fail to act will face consequences,” she said.
She further directed security agencies, local leaders, and other stakeholders to improve coordination during electoral exercises, protect communities, and conduct peace awareness campaigns to prevent similar incidents in the future.
The bereaved families received financial support, with each family getting Shs10 million from President Museveni and Shs5 million from the Inspector General of Police. Babalanda also expressed regret over the tragedy and offered government’s apology to the families for the loss they suffered.
Community and religious leaders who attended the burial appealed for unity and encouraged youths to reject violence and avoid being used to disrupt elections. They emphasized that LC1 elections are designed to strengthen local governance and should always be conducted in an atmosphere of peace and respect for human life.
