Obongi, Uganda – The Resident District Commissioner (RDC) of Obongi, Mr. Samuel Mpimbaza Hashaka, has ordered the arrest of the Chairperson of Malanga Parish Development Model (PDM) SACCO in Ewafa Sub-county for extorting money from PDM beneficiaries.
Mr. Lichoga Mukhitayi Anyanya was immediately arrested by CID officers at Obongi Central Police Station (CPS).
His arrest follows a complaint by two beneficiaries, Ms. Osolo Kalsum and Ms. Aliki Azina, who accused him of blocking their PDM funds after they allegedly refused to pay him a bribe.
When summoned by the RDC, Mr. Lichoga claimed that the two women were Lugbaras from Arua. However, it was later confirmed that they are daughters of Mr. Okwaya, the LC1 Chairperson of Malanga Parish in Ewafa Sub-county, where Lichoga has served as Chairperson for over 30 years.
The complainants presented phone messages showing they had received confirmation of one million four thousand shillings (UGX 1,004,000), but the funds were deliberately blocked by Mr. Lichoga.
One of the complainants, who spoke on condition of anonymity, told the RDC that Mr. Lichoga frequently eats in local hotels and forces beneficiaries to pay his bills.
The RDC warned all PDM SACCO chairpersons involved in corruption or extortion that they should prepare to face arrest and imprisonment.
