Rubanda District Disburses Sh350 Million to Vulnerable Groups, Warns Against Misuse of Funds

RUBANDA, Uganda — Authorities in Rubanda District have disbursed a total of Sh350 million to support vulnerable groups under government programmes including the Youth Livelihood Programme (YLP), Uganda Women Entrepreneurship Programme (UWEP), and initiatives for the elderly and persons with disabilities (PWDs).

The funds were distributed on May 5, 2026, at Rubanda Volcano Hotel to beneficiaries drawn from all 17 sub-counties of the district.

The breakdown of the disbursement includes Sh29.6 million for seven elderly groups, Sh64.9 million for 17 PWD groups, Sh57.1 million for 16 youth groups under YLP, and Sh200.7 million for 37 women groups under UWEP.

Speaking at the event, Rubanda District LC5 Chairperson Ampeire Stephen Kasyaba raised concern over rising crime in the district, particularly cattle theft, saying it is undermining government efforts to uplift households out of poverty.

Kasyaba noted that the district is investing in improved health services, including the expansion of medical staffing and procurement of equipment for Bufundi Health Centre IV, with Ruhija Health Centre IV next in line.

He also emphasized ongoing investments in education and infrastructure development, calling for unity in implementation.

“Politics is over; let us work together to develop Rubanda District,” he said.

District Chief Administrative Officer Samuel Ahabwe and the District Community Development Officer cautioned beneficiaries against misusing the funds, expressing concern over low recovery rates in youth programmes.

Assistant Resident District Commissioner Hilary Bindeba pledged stronger action against crime, saying security agencies are working jointly and will establish roadblocks to intercept suspects involved in livestock theft.

Officials urged beneficiaries to use the funds productively to improve household incomes and support broader economic empowerment efforts across the district.
