Rubirizi Councillor Remanded Over Alleged Embezzlement of Ugx 8 Million

BUSHENYI, Uganda — The High Court in Bushenyi has remanded Habibu Kapalaga, a district councillor representing Rubirizi Town Council and Secretary for Finance in Rubirizi District Local Government, to Nyamusekyera Prison for one week over allegations of embezzlement.

Kapalaga is accused of misappropriating more than 8 million shillings belonging to the Rutoto Old Students and Friends Association. It is alleged that he received the funds in his capacity as secretary but failed to deposit the money onto the association’s account.

According to members of the association, Kapalaga was confronted over the missing funds and reportedly promised to refund the money. However, he allegedly failed to honor the commitment, prompting some members to apprehend him and hand him over to authorities.

The court heard that Kapalaga is also being pursued by Jubilee SACCO under the West Ankole Diocese over an unpaid loan, adding to his financial troubles.

His family is currently working to raise funds to settle the association’s money as the case proceeds. The court is expected to further handle the matter in subsequent hearings following his remand.
