Uganda and Algeria Discuss Counterterrorism Solutions

Officials from the Ministry of Defence and Veteran Affairs, as well as the Uganda Peoples’ Defence Forces (UPDF), held bilateral talks with a delegation from Algeria’s Ministry of National Defence to discuss cooperation in combating terrorism and enhancing military capabilities.

During the meeting at the Defence Ministry’s headquarters in Mbuya, Kampala, Permanent Secretary Rosette Byengoma highlighted Uganda’s ongoing collaboration with Algeria in counterterrorism efforts, including the training of Ugandan military personnel in Algeria.

The discussions also focused on signing a Memorandum of Understanding (MoU) between Uganda and Algeria to formalize cooperation, which would involve sharing advanced technologies and providing training opportunities.

Among the dignitaries present were Mohamed Khelifi, the Algerian Ambassador to Kampala, and Maj Gen Mohamed Saleh Benbicha, the Secretary General of Algeria’s Ministry of National Defence.

In November 2023, a UPDF delegation visited Algeria to benchmark the establishment of the Uganda National Military Museum.

Byengoma emphasized Uganda’s desire for further cooperation with Algeria, particularly in accessing advanced technology.

General Wilson Mbadi, the Chief of Defence Forces, stressed the importance of establishing a legal framework to guide cooperation, especially in counterterrorism efforts, while expressing gratitude for Algeria’s past donations to Uganda.

Maj Gen Benbicha affirmed Algeria’s commitment to sharing military expertise with Uganda under the forthcoming MoU.

Other military officers present included Lt Gen Peter Elwelu, Lt Gen James Mugira, Maj Gen James Birungi, Maj Gen Henry Masiko, Maj Gen Moses Rwakitarate, Brig Gen Felix Kulayigye, and Brig Gen Irumba Tingira.
