Farmers and authorities in Kimengo sub-county, Masindi district, are worried about the increasing theft of livestock, particularly cows. Between March 2021 and December 2023, a total of 380 cows were reported stolen in the sub-county, with an average of 15 to 20 cows taken each month. Villages such as Kayera, Karwara, Kibanja, Nyakarongo, Kididima, Karangwe, and Miyeba are the most affected.
Local farmers expressed their concerns, noting that they are now spending nights in their kraals to protect their remaining cattle. James Kabindi from Karwara village emphasized the need for increased security measures and patrols, especially during the festive season. Richard Kayogoza in Kayera village reported losing 20 cows due to repeated raids on his kraal.
Bright Mugume, the Kimengo sub-county LCIII Chairperson, highlighted the significant impact of cattle theft on local farmers. Despite notifying security authorities multiple times, little action has been taken to address the issue. Emmy Ngabirano, the Masindi Resident District Commissioner (RDC), acknowledged the growing insecurity, stating that security meetings have been held to enhance surveillance and apprehend the culprits.
Information from Uganda Radio Network (URN) revealed that suspected cattle thieves in Masindi collaborate with counterparts from various regions to steal the animals. The stolen cows are later transported to districts such as Apac, Lira, Nakasongola, Arua, Gulu, Kampala, Masaka, and other parts of the country.
