Uganda and CAR Forge Military Ties

General Wilson Mbasu Mbadi, the Chief of Defence Forces, reaffirmed the Uganda Peoples’ Defence Forces’ (UPDF) commitment to implementing the areas of cooperation outlined in the Memorandum of Understanding (MoU) between Uganda and the Central African Republic (CAR). The MoU, signed on January 17, 2024, in Kampala, signifies a step towards collaboration and mutual support between the two nations.

During a meeting at the Ministry of Defence and Veteran Affairs Headquarters in Mbuya, Gen. Mbadi emphasized the potential for building an army from scratch when there is political will. Drawing on Uganda’s own experience, he highlighted the transformation of the UPDF from its inception to its current state, which is widely admired.




Gen. Mbadi expressed the UPDF’s readiness to share its expertise with the Central African Armed Forces (FACA), particularly through training initiatives and other forms of support as requested by CAR leadership. He underscored the importance of peace and security in fostering national development, noting Uganda’s progress in this regard under the leadership of President Yoweri Museveni.




In response, His Excellency Claude Rameaux Bireau, the Minister of National Defence and Army Reconstruction of CAR, lauded the Pan-African spirit that led to the signing of the MoU between Uganda and CAR. Minister Bireau emphasized the significance of South-to-South cooperation in promoting regional stability and development.




Minister Bireau highlighted the crucial role of security in facilitating economic and social progress, stressing the need for ongoing collaboration between Uganda and CAR. He commended the UPDF for its commitment to implementing the provisions of the MoU and expressed gratitude for the training opportunities extended to the Central African Armed Forces.

The meeting, attended by high-ranking military officials from both Uganda and CAR, showcased the depth of commitment towards enhancing military cooperation between the two countries. Notable attendees included Maj Gen James Birungi, Chief of Military Intelligence, and Brig Gen Arcadius Betibangui from the CAR delegation, among others.

The dialogue between Gen. Mbadi and Minister Bireau reflects a shared vision of fostering peace, security, and development within the African continent through collaborative efforts. As both nations continue to strengthen their military ties, they aim to contribute to regional stability and prosperity for the benefit of their respective populations.
