Saccos: The Tax Free Haven Under Siege by IMF

The International Monetary Fund (IMF) has decided to poke its nose into the government’s business yet again. This time, they’re suggesting that the powers that be reconsider exempting Saccos from taxes.




For those not in the know, Saccos are like financial super heroes in a country where most people keep money under their beds.  They always swoop into local communities with no banking reach in to save the day with their savings and credit schemes. In 2017, the government decided to give them a tax break for 10 years. But now, the IMF is shaking its head disapprovingly, saying, “Nope, that won’t do.”




In their latest review, the IMF is waving the red flag, insisting that Uganda should scrap these tax exemptions on Saccos faster than a cheetah chasing its lunch. They claim it’ll boost the government’s corporate income tax collections, which are probably about as full as a mosquito’s belly in the dry season.




Finance Minister Matia Kasaija, bless his heart, had previously argued that exempting Saccos from taxes would encourage more Ugandans to stash their cash in formal financial setups. It’s like trying to coax a shy bird out of its nest with promises of juicy worms. But alas, Parliament wasn’t buying it, insisting on proof that the tax exemptions were worth the government’s while.

Now, the IMF is playing the role of the stern parent, telling Uganda to get its fiscal house in order. They want the government to conduct a proper cost-benefit analysis, which sounds about as thrilling as watching paint dry on a rainy day. Reports suggest that Uganda might be missing out on billions in tax revenue due to these exemptions. That’s enough money to buy everyone in the country a decent cup of coffee, twice over!

The IMF isn’t done yet. They’re also eyeing exemptions on parliamentary and military incomes. It’s like they’re on a crusade to make sure everyone pays their fair share, even if it means prying the coins from under the couch cushions.




Another day, another tax dilemma in the land of Matooke (that’s bananas for the uninitiated). Will Uganda heed the IMF’s advice and start taxing Saccos?

One thing’s for sure – when it comes to taxes, nobody escapes the long arm of the taxman, not even our beloved Saccos.
