Today, Gen Muhoozi Kainerugaba, formerly the Senior Presidential Advisor in charge of Special Operations, will officially commence his duties as the Chief of Defence Forces (CDF) of the Uganda People’s Defence Forces (UPDF).
The transition of leadership will occur at a ceremony held at the 4th Division headquarters in Gulu, where the outgoing CDF, Gen Wilson Mbadi, will formally hand over his responsibilities to Gen Muhoozi. The event will be overseen by Gen Salim Saleh.
Gen Muhoozi’s appointment comes following President Museveni’s decision to replace Gen Mbadi, who has been appointed Minister of State in charge of trade.
During his tenure as Chief of Land Forces, Gen Muhoozi, aged 49, concentrated on bolstering the army’s combat capabilities and improving the welfare of soldiers. He expressed his commitment to building an efficient, modern, and accountable force capable of safeguarding the nation’s sovereignty, while also ensuring the well-being of the troops, emphasizing the importance of regular fitness exercises and training.
In terms of ideology, Gen Muhoozi pledged to intensify political education among officers and enlisted personnel.
As CDF, Gen Muhoozi will oversee the operationalization of the Uganda People’s Defence Forces (UPDF) Establishment 2021, which delineates delegated Command, Control, and Administration powers within the UPDF. This document serves as a manual for the deployment, salary structure, training programs, and capacity building initiatives for the forces.
The UPDF Establishment 2021 allows for adjustments such as the merging or creation of departments within the UPDF to enhance command, control, and administrative efficiency.
Despite his new role, Gen Muhoozi has yet to issue an official statement. However, according to close associates, he is appreciative of the opportunity bestowed upon him by President Museveni to serve in the highest position within the UPDF, expressing gratitude to both the President and the divine for his elevation.
