Murder, Gun Robbery Tied to KCCA Officer

A 33-year-old Kampala Capital City Authority (KCCA) enforcement officer, Morin Peace Nabukeera, has been charged with murder and aggravated robbery. Nabukeera, residing in Lusanja village, Kitezi Parish, Nangabo Sub County in Wakiso district, is accused of causing the death of Peter Agama, a security guard, and stealing his gun.

Nabukeera is facing these charges alongside three others: Hussein Ssebunya alias Obote, 26, from Kawala Zone, Lubaga Division in Kampala district; David Damba, 20, a casual laborer; and Sulaiman Jjuko alias Golola, 42, a bodaboda rider, both residing at Kasubi Zone III, Lubaga Division in Kampala district.




Under the law, murder and aggravated robbery are serious offenses, punishable by death upon conviction, as outlined in sections 188, 189, 285, and 286 (2) of the Penal Code Act, Cap 120.




Appearing before the General Court Martial (GCM) at Makindye in Kampala, the defendants denied all charges presented by the court chairman, Brig. General Freeman Mugabe. Following this, the male suspects were remanded to Kitalya Government Prisons, while Nabukeera, the only female suspect, was remanded to Luzira Prisons.




Gen. Mugabe stated, “You are, therefore, hereby remanded until May 27, 2024, when you will return to this court for mention of your case.” The adjournment was granted as investigations were ongoing, as informed by the prosecutors Lt. Col. Raphael Mugisha, Captain Ambroz Guma, and Lt Alex Mukhwana.

Defence lawyers Captain Simon Nsubuga Busagwa and Elizabeth Nyasigwa did not contest the adjournment.

According to the prosecution, the incident occurred on March 19, 2024, around 2215 hours at Kabusu Zone, Rubaga Division in Kampala district. It is alleged that the accused, with malice aforethought, unlawfully caused the death of Agama, a security guard of Wolves Security Group Ltd., and subsequently robbed him of his gun containing nine rounds of ammunition.
