On May 3rd, 2024, the territorial Police at Kampala Metropolitan North conducted a planned operation based on gathered intelligence. The operation led to the arrest of JIN YUNGUNG, a 33-year-old Chinese national residing in Ganda, Nansana Municipality, Wakiso. Mr. YUNGUNG was found operating a shop involved in the unlawful sale of government property, specifically army uniforms, shoes, and gloves. His shop, situated at Kasaga Shop No.14, became the target of the operation following prior intelligence reports.

During the operation, law enforcement officials seized significant quantities of military equipment from Mr. YUNGUNG’s premises. Among the items confiscated were uniforms resembling those used by the Uganda People’s Defence Forces (UPDF) and the Special Forces Command (SFC).

Further investigations revealed Mr. YUNGUNG’s collaboration with an individual known only as Frank. Frank purportedly has affiliations with the Special Forces Command (SFC) and was reportedly responsible for providing the business idea and financial backing for Mr. YUNGUNG’s operations. Additionally, Mr. YUNGUNG admitted that some of the uniforms were sourced from Somalia.

It was also discovered that Mr. YUNGUNG entered Uganda under the guise of a tourist, renewing his visa periodically by traveling to neighboring countries.

The arrest and subsequent revelations underline the seriousness of the illegal trade of government property and raise concerns regarding the security implications of such activities. The cooperation between Mr. YUNGUNG and Frank, allegedly connected to a branch of the Ugandan military, highlights the need for thorough scrutiny of individuals involved in such enterprises. Moreover, Mr. YUNGUNG’s method of visa renewal underscores potential loopholes in immigration control that may be exploited for unlawful activities.

Authorities are expected to continue their investigation into the matter, aiming to uncover any additional individuals or networks involved in similar illicit schemes.
