Deputy Speaker Thomas Tayebwa expressed his dissatisfaction with the Cabinet’s repeated failure to fulfill its obligation of presenting statements to Parliament ahead of the observance of international days. Tayebwa conveyed his disappointment regarding this practice, emphasizing its negative impact on Parliament, which allocates funds for international day celebrations and the importance of legislators being informed about key matters related to these occasions.
He stated, “My hands are tied; you have an international day, you use government resources for it, and it’s Parliament that allocates the funds. Yet, you don’t bring a statement here for members to discuss.”
Tayebwa’s remarks came in response to concerns raised by lawmakers about the government’s failure to deliver a statement on the International Day of Older Persons, which was celebrated on October 1, 2023, and the upcoming World Teachers’ Day scheduled for October 5, 2023.
Christine Kaaya, the Member of Parliament for Kiboga District, suggested that the Ministry of Education should take advantage of the Teachers’ Day celebration to update Parliament on the government’s plans to address the long-standing challenges faced by teaching professionals. She stated, “Considering the grievances of teachers, I believe it is of utmost importance for the ministry to share a statement with us, not only to acknowledge the professionals but also to outline the government’s strategy for addressing their concerns.”
Kaaya expressed her belief that such a gesture would greatly motivate teachers and demonstrate the government’s care and respect for them.
Mathias Mpuuga, the Leader of the Opposition, pointed out that the recently observed International Day for Older Persons, whose conditions he deemed critical, warranted attention. He highlighted the significant issues raised by legislators regarding elderly individuals that the Ministry of Gender, Labour, and Social Development needed to address.
Mpuuga asked, “Deputy Speaker, would you instruct the gender ministry to come and provide this House with an update on the situation of older persons and how they have addressed the issues raised during this fiscal year, including the failure to fund the Social Assistance Grant for Empowerment Program intended for older individuals?”
Tayebwa emphasized that if the Cabinet continued to neglect its responsibilities, he would, in accordance with Rule 53 of Parliament’s Rules of Procedure, request the Leader of the Opposition to present alternative statements. He instructed the cabinet ministers responsible for the recently observed international days to prepare statements and update Parliament in the coming week.
