Why Umukuka III Appointed President Museveni’s Top Advisor to Bukuka Cabinet

The Umukuka III of Inzu ya Masaba recently appointed Mr. Davis Mwenyi as one of the Deputy Prime Ministers in the Inzu ya Masaba establishment.

The Umukuka III, His Highness Jude Mike Mudoma, is mandated by the Cultural Leaders Act to assemble eminent Bamasaba and others whom he feels are competent enough to help him serve his subjects well.




Hon. Davis Mwenyi, as Deputy Prime Minister and Minister without Portfolio, is expected to work closely with the various clans in Masabaland to ensure they are educated on a series of programs that come to the various clans of Masabaland from the Government.




He is expected to link our clans to the Government and sensitize them on the relevancy of Government programs.




As a policy expert, he is the right person to explain to our clans the intentions of the Government in crafting various poverty-related programs and how they can cling to them if they are to surmount poverty.

Hon. Davis Mwenyi, by deployment in the Central Government, is an Assistant Commissioner in the Office of the President and is charged with scrutiny of all Government policies. He also supports various ministers and ministries on policy scrutiny and implementation.

He previously served as a District Planner for both Mbale and Manafwa Districts at different intervals. One of his former political supervisors and now Senior Presidential Advisor on Bugisu Affairs, Mr. Bernard Mujasi, is full of praise for him, describing him as somebody who is incorruptible.




Mujasi further says Davis understands his tasks well, a view shared by both Bamasaba in Uganda and outside the country who have had the opportunity to work with Hon. Davis.

Hon. Davis Mwenyi holds an impressive resume with about two Masters degrees to his name and is currently at the tail end of his Ph.D. program from the Uganda Management Institute. His Ph.D. thesis intends to investigate the nexus or connection between public policy analysis and governance.

He holds two undergraduate and postgraduate degrees obtained from Makerere University, Faculty of Economics, Department of Public Policy, and several postgraduate diplomas.




He is well-schooled in areas of statecraft and deontology and has the necessary statecraft and cultural architecture to help mobilize our clans to benefit from the various Government programs coming to Masabaland, says Mr. Steven Masiga, the spokesperson for Inzu ya Masaba.
