MP Obong Eyit Tasks Gov't to Create More Parishes in Lira City West Division for Easier Administration and PDM Implementation. Photo courtesy.

The Member of Parliament for Lira City West Division, Hon. Vincent Shedrick Obong Eyit, has urged the Government of Uganda to create more parishes in the area to enhance the implementation and impact of the Parish Development Model (PDM) and other government programs.

He pointed out that due to the high population in the four existing parishes—Anai, Omito, Barapwo, and Amuca—the UGX 100 million PDM fund allocated per parish is insufficient to meet the needs of all residents. As a result, he recommended the creation of more parishes to enable more effective service delivery and administration.




While speaking on the floor of Parliament during a plenary session on Wednesday, April 9, 2025, Hon. Eyit emphasized the need for the government to consider both creating new parishes and increasing funding to ensure that the people in Lira City West can benefit from government programs like other regions.




“The government should either create new parishes or increase the funding so that my people can benefit from the numerous government programs, just as others are benefitting,” stated MP Obong Eyit.

He also expressed concern over the lack of road construction equipment in newly created cities, noting that some urban authorities spend between UGX 20 to 30 million per kilometer of road—amounts he described as resembling a “cash bonanza”—out of the UGX 1 billion allocated annually as a road fund. He criticized the lack of visible results on the ground despite the substantial funding.




Hon. Eyit called on the government to harmonize the cost of road construction while taking into account regional differences. He highlighted that the cost of constructing a kilometer of road in the Kigezi sub-region may not match the cost in Northern Uganda, and therefore, the rates should be standardized.

In conclusion, he appealed to the government to expedite the delivery of road equipment before the end of 2025 to support development efforts and benefit the wanainchi (ordinary citizens) of Lira City West Division.

MP Obong Eyit made these remarks during the 26th Sitting of the 3rd Meeting of the 11th Parliament of Uganda held on Wednesday.
