Kitgum Has No Balalo Herdsmen, Says RDC Ebil Jimmy

Kitgum, Uganda – The Resident District Commissioner (RDC) of Kitgum, Ebil Jimmy Ssegawa, has said that “there is not a single Balalo in Kitgum District operating illegally,” referring to the presidential directive on the matter.

Speaking on the issue of the Balalo, Ebil stated that, following Executive Order No. 3 of 2023 and Executive Order No. 2 of 2025, issued by H.E. the President of the Republic of Uganda, “we are implementing the directives 100 percent, with no single Balalo herdsman or cattle in Kitgum District.”




Recently, the Office of the RDC, in coordination with security personnel, evicted 79 head of cattle from Tepwoyo West Village, Mucwini West Sub-county, Kitgum District.




The livestock belonged to one Okot Paul, a businessman in Kitgum Municipality, who claimed to have purchased the animals from a herdsman in Lakaranganya Village, Laguti Sub-county, Pader District.
However, reliable information obtained by RDC Ebil revealed that the cattle had been relocated to Tepwoyo West Village, where the local community grew suspicious and reported the matter to the RDC’s office for enforcement of the presidential directive.




Jimmy Ssegawa Ebil stated, “I would like to assure the nation that we have driven every single Balalo out of Kitgum District. In particular, with regard to the Balalo issue — we do not have any here.”

He made the remarks while addressing the media at Gracious Palace Hotel in Lira City on Monday morning during a press briefing.

Ebil further stated that Kitgum District is currently very peaceful, following the recently concluded NRM party primaries, which were conducted successfully without any incidents of violence.




He also called upon the people of Kitgum to embrace the Parish Development Model (PDM) and use the funds they receive wisely, in accordance with their selected enterprises.

However, he expressed concern over reports that some individuals are misusing the funds — buying plastic chairs, marrying new wives, and drinking recklessly.
