Kisoro District Vice Chairperson Petitions CAO Over Alleged Fraud, Irregularities in Civil Service Recruitment

KISORO, Uganda — Fresh controversy has rocked Kisoro District Local Government after the District Vice Chairperson formally petitioned the Chief Administrative Officer (CAO) over what he describes as continued irregularities, gross abuse of office, and alleged fraud in the recruitment of civil servants by the District Service Commission (DSC).

In a letter dated April 10, 2026, addressed to the Kisoro CAO, the Vice Chairperson raised alarm over alleged manipulation of the recruitment process, accusing the DSC of deviating from approved procedures and undermining transparency.

The petition cites several alleged irregularities, including questionable shortlisting of applicants in the first external advert, insertion of unadvertised jobs during interviews, and glaring nepotism in which suitable candidates were allegedly sidelined in favor of family members and close associates of commission officials.

The Vice Chairperson also accuses the DSC of misusing the reserve list of successful candidates by appointing individuals beyond the approved number of available positions, despite earlier consensus on the district’s wage structure and the specific jobs to be advertised.

According to the letter, district leaders had previously agreed on a detailed sector-based wage allocation and approved critical positions to be filled. However, concerns have now emerged over what the petition describes as the “mysterious appearance” of additional jobs and appointments beyond those officially advertised.

The Vice Chairperson further referenced a March 4, 2026 meeting, during which the CAO reportedly informed district leaders that additional wage allocations had been discovered and could be used to recruit more staff from the reserve list. He recommended convening an extended District Executive Committee (DEC) meeting to review and approve the changes.

The petition follows growing public outcry in Kisoro over alleged corruption and favoritism in public service recruitment, with local leaders now demanding accountability and a transparent review of the entire process.

Copies of the petition were reportedly received by both the RDC’s office and district registry, signaling the seriousness of the accusations.

If the allegations are substantiated, the scandal could trigger investigations into the Kisoro District Service Commission and potentially lead to disciplinary or legal action against implicated officials.
