Rubirizi District Introduces New Alcohol Rules to Curb Crime and Promote Responsible Drinking

RUBIRIZI – Authorities in Rutoto Sub-county have introduced new regulations governing the sale and consumption of alcohol as part of efforts to combat rising crime, domestic violence, and other social challenges linked to excessive drinking.

The new measures were announced during a community sensitisation meeting held in Bukyaba Village, Rutoto Sub-county, where residents were urged to observe the law, drink responsibly, and work together to improve security in their communities.

Speaking at the meeting, Rutoto Sub-county Chief Paul Musoke said the regulations were agreed upon following consultations with security agencies and local leaders after reports indicated that alcohol abuse had contributed to increased cases of crime, promiscuity, and other forms of misconduct.

Under the new guidelines, alcohol consumption will only be permitted between 12:00 p.m. (midday) and 11:00 p.m. Musoke warned that anyone found drinking during official working hours would face arrest and prosecution.

He urged residents to respect government regulations, obey the law, and engage in productive activities that contribute to the development of their families and the wider community.

“We want people to drink responsibly and within the permitted hours. Excessive alcohol consumption has become a major driver of crime and disorder in our communities, and this must stop,” Musoke said.

The Sub-county Chief also warned bar owners and disco operators against violating public order regulations by playing loud music that disturbs nearby residents. He said businesses that fail to comply with the law risk closure and legal action.

Local leaders welcomed the security sensitisation initiative, describing it as a timely intervention in addressing the area’s growing social challenges.

Silvester Tumusiime, the LCII Chairperson of Nyabubare Parish, and Winnie Tusiime, the Parish Women Chairperson, thanked security officials for educating residents on crime prevention and responsible community behaviour.

They identified domestic violence, drug abuse, school dropout, and alcoholism as some of the biggest challenges affecting families in the area.

The leaders expressed confidence that the awareness campaign would encourage residents to reject criminal behaviour, reduce domestic violence, promote peaceful coexistence, and prioritise education for their children.

They also called on community members to cooperate with security agencies by reporting criminal activities and supporting initiatives aimed at creating a safer and more productive society.

The sensitisation meeting forms part of an ongoing community policing campaign by security and local government leaders to strengthen law and order, reduce crime, and promote responsible living across Rutoto Sub-county in Rubirizi District.
