Minister Babalanda Urges RDCs in Acholi to Step Up Mobilization Ahead of 2026 Elections

The Minister for the Presidency, Hon. Milly Babalanda, has called on Resident District Commissioners (RDCs) from the Acholi Sub-region to intensify mobilization efforts ahead of the 2026 General Elections.

 

Speaking during a meeting with RDCs, Hon. Babalanda reminded them of their mandate to monitor and supervise all government and donor-funded projects within their respective districts, and to ensure effective service delivery.

 

“It is important to briefly re-emphasize to you what your appointing authority and us as your supervisors expect of you,” she said. “Monitoring of all projects or activities being implemented in your respective districts, whether government or donor-funded, is a key part of your responsibility.”

 

The Minister urged the RDCs to go beyond supervision and take an active role in mobilizing communities for development and political participation.

 

“You should intensify mobilization activities to ensure that His Excellency the President scores 95% during the forthcoming general elections,” she stated. “Advocate for what is right and go against what is wrong.”

 

Hon. Babalanda encouraged the RDCs to promote initiatives like community policing and collaboration with other actors in their areas to maintain peace and order.

 

“Delivery of government services alone without the citizenry playing their role of production and income generation at the household level would not bring about the socio-economic transformation we desire,” she said.

 

She further commended RDCs who have been actively engaging the public through radio programs and community meetings.

 

“I want to thank you because most of you, I hear, go on radios—these local radios of ours—and you’ve been conducting barazas with the general public,” she noted. “You must leave no stone unturned. Reach all corners of your respective districts and ensure that the population is mobilized to vote for the NRM flag bearers.”

 

Hon. Babalanda also praised the government for the peace and stability restored in Northern Uganda, which she said now allows the people to freely participate in national development and politics.

 

“The people of Northern Uganda can now vote for the NRM,” she said. “We saw this when the President came here for the campaigns—the numbers that turned up were unprecedented.”
