Brig Gen Tukachungurwa Richard Appointed New Head of General Court Martial

Brig Gen Tukachungurwa Richard has been appointed as the new Head of the General Court Martial (GCM), according to a communication from the State House dated 25th November 2025 and addressed to the Chief of Defence Forces.

 

The appointment was made under Sections 192, 193 and 195 of the UPDF Act, acting on the advice of the Judicial Service Commission.

 

In the letter, the appointing authority states:

“I have appointed persons below as Head and members of the General Court Martial and Chairperson of Division and Unit Court Martials respectively.”

 

Who Has Previously Chaired the General Court Martial?

 

Before Brig Gen Tukachungurwa Richard, the General Court Martial has been chaired by several senior officers over the years. The most recent occupant of the position was Brig Gen Robert Freeman Mugabe, who has served as chairperson since 2022. Other notable past chairs include Lt Gen Andrew Gutti, who led the court for multiple consecutive terms.

Maj. Amodoi Samuel Moses

Maj. Nyombi Abubaker

 

Maj. Chemtai Denis

Division Court Martial Chairpersons

Two officers have also been appointed as chairpersons of Division Court Martials:

1. Lt. Col. Drani Epalu David – Fourth Division

2. Lt. Col. Mulyanti Yaqoub Hassan – One Special Forces Group

The new appointments take immediate effect as the UPDF continues to reorganize its military justice structures.
