Apac, Uganda – The Uganda People’s Defence Forces (UPDF) have clarified details surrounding a shooting incident at Lacan Pe Nino Pub in Apac district. The incident, which resulted in the death of Okullo Haggai, involved Private (Pte) Amali Jacob, a soldier from the 103 Infantry Battalion.
According to the UPDF’s 5th Division Public Relations Officer (PRO), Captain Edrin Mawanda, Pte. Jacob was not in possession of his military firearm at the time of the shooting. Investigations revealed that he had obtained permission to visit the town for mobile money services and left his firearm behind.
“We are conducting a joint investigation into the tragic shooting incident,” Captain Mawanda stated in a press release. “Preliminary findings indicate that Pte. Amali Jacob was at the bar with two civilians when a dispute arose between them and the victim.”
Witnesses reported that the argument was allegedly over a woman.
The UPDF maintains that Pte. Jacob used an old, non-military gun in the shooting. This claim is supported by local authorities, including LC1 chairperson Abalo Janan and LC2 chairperson Enap Bosco. Both confirmed that the weapon used was an outdated model not used by the UPDF.
Following the incident, Pte. Jacob was apprehended at his father’s residence. Further investigation led to the recovery of the following items:
- An old AK-47 rifle with an empty magazine, hidden in a swamp near the crime scene.
- A rusty SMG gun and a stick grenade from the residence of Pte. Jacob’s father, Omuge Francis.
Several civilians have also been arrested in connection with the case. These include Ibende, Olira, and Oyom Denis (alias Ebende). They are currently detained at Apac Central Police Station for further investigation.
The UPDF emphasizes its commitment to working with authorities to establish the exact circumstances surrounding the shooting. They have assured the public that all those involved will face legal consequences.
“We are dedicated to maintaining peace and order in the region,” Captain Mawanda concluded.
