It also represents a milestone in the university’s journey towards professional governance and academic freedom.
Mrs. Lorna Magara addressed concerns regarding the system’s implementation, reassuring stakeholders that it is not intended as a policing tool. She emphasized that the university has taken into account the diverse roles and responsibilities of staff, especially faculty members, both on and off-campus. The Council has provided clear guidelines to management regarding allowances and authorizations necessary for faculty to fulfill their duties effectively.
The decentralized collegiate system already allows for direct supervision of faculty members, while a similar devolved structure applies to administrative and support staff. Mr. Samuel Mugabi, the Director of the Directorate for ICT Support, presented the technical architecture of the system. He explained that the system includes biometric devices for staff clock-in/out using thumbprints or facial images. Additionally, a student attendance management system has been developed and integrated with existing academic and HR management systems.
Cultural transformation is crucial for the success of the system, Mr. Mugabi emphasized. He stressed the importance of educating system users about its benefits and ensuring their active participation and adoption.
