Budget Shortfalls Hinder UNBS in Disposing of Substandard Goods

The Committee on Commissions, Statutory Authorities & State Enterprises (COSASE) has called on the Ministry of Finance, Planning, and Economic Development to allocate funds to the Uganda National Bureau of Standards (UNBS) for the destruction of substandard goods in the market.

According to a report presented by Hon. Gerald Nangoli (NRM, Elgon North County) on Wednesday, October 18, 2023, the committee noted that UNBS faces challenges in disposing of substandard commodities due to budgetary constraints. The Bureau lacks a specific budget line for the destruction of such goods, leading to warehouses filled with yet-to-be-destroyed substandard products.

The committee’s investigation, outlined in its report on the Auditor General’s findings for the Financial Year ending June 30, 2022, emphasized the need for funding to cover the costs of disposing of impounded and abandoned commodities.

Hon. Nangoli highlighted the difficulty in enforcing the disposal process, as it often involves a lengthy court procedure. This delays the destruction of substandard items, leaving them stored for an extended period.

Furthermore, the committee expressed concern about understaffing, particularly at border points, which increases the risk of substandard goods entering the Ugandan market. The Auditor General’s report revealed a limited staff presence at only 27 out of 170 border entry points, attributed to financial shortfalls and understaffing at UNBS.

During the parliamentary session, Hon. Jane Pacutho, Pakwach District Woman Representative, urged the House to allocate financial support to UNBS in the budget process. She emphasized the need to enhance inspection and stamping of goods at border points.

However, not all members of the parliament agreed with the committee’s recommendation to allocate funds for the destruction of substandard goods. Hon. Samuel Opio, Kole North County Member of Parliament, proposed a review of the legal regime, suggesting that fines imposed on those possessing substandard goods should cover the cost of destruction.

State Minister for Trade, Hon. Harriet Ntabazi, shed light on the practical challenges faced by UNBS, mentioning that several trucks are stranded at the Elegu Border due to a lack of materials and testing equipment. She attributed the issue to financial constraints, noting that funds collected from millers and exporters go to the Consolidated Fund, making it difficult for UNBS to access them.
