Kisoro District Council Approves UGX55.9 Billion Budget Amidst Leadership Confusion

KASORO, Uganda – The Kisoro District Council today approved a budget of Uganda Shillings 55.9 billion for the 2025/2026 financial year. The session was marked by initial leadership confusion and delayed proceedings before the budget’s ultimate passage.

The session began in disarray due to the absence of District Speaker Amos Hakizimana, who was reportedly in China on official duties. He had delegated his deputy, Mbabazi Charity, to preside over the meeting. However, councilors demanded formal written communication from the Speaker confirming the delegation of duties.




Deputy Speaker Mbabazi admitted she lacked written authorization from Hakizimana, leading to unrest among council members. This prompted her to adjourn the session for 15 minutes. Shortly after, Speaker Hakizimana unexpectedly returned to the district council headquarters and resumed chairing the meeting.




Despite the initial chaos, the council proceeded to approve the budget estimates presented by Pamela Nyiragugirwa, the Secretary for Finance and Social Services.




Budget Allocations:

According to the approved budget allocations, the funds will be distributed as follows:

  • Education and Sports: UGX 23 billion (39.3%)
  • Health: UGX 16 billion (29.3%)
  • Administration: UGX 7 billion
  • Internal Audit: UGX 88.1 million (0.1%)
