Major General Christopher Ddamulira, a top ally for General Muhoozi Kainerugaba and blue-eyed boy of President Yoweri Kaguta Museveni, has won the Public Opinions Responsible Investment Global Award as a Uganda crime intelligence champion in deep appreciation of his immense contribution towards combating organised crimes and systematically dismantling criminal syndicates across the Republic of Uganda.
Ddamulira has also been officially nominated for induction in the 2026 Public Opinions Journal for Certified Development Champions and Responsible Investments published by Public Opinions. This is a highly regarded field-based firm dedicated to development and diplomacy consulting, public awareness, information dissemination, profiling responsible investments, and working towards the attainment of Uganda Vision 2040 alongside the United Nations Sustainable Development Goals.
Ddamulira has successfully executed his mandate due to his willingness to work under the close supervision of General Muhoozi Kainerugaba. He is a pragmatic man who firmly believes in extensive consultations and cohesive teamwork. He is a reliable military leader carefully deployed in the Police who genuinely respects the fundamental freedoms and rights of the people, despite heading such a sensitive docket.
He is the active head of the Directorate of Crime Intelligence within the Uganda Police Force. The directorate is primarily responsible for the proactive detection, prevention, and disruption of crime and internal security threats. Headed by Assistant Inspector General of Police Christopher Ddamulira, its key operational and strategic achievements include dismantling criminal syndicates by successfully tracking, profiling, and neutralizing dozens of highly organized criminal networks.These networks were previously involved in aggravated robberies, kidnaps, and attacks on investors and factories.
Countering terrorism has been monumental; working alongside sister security agencies such as the UPDF and CMI, his directorate timely detects, disrupts, and bravely prevents terror activities, especially against groups like the ADF. His advanced approach blends sophisticated surveillance,rapid-response coordination, and multi-agency intelligence sharing, making Crime Intelligence an incredibly dynamic arm of internal security.
Gen Ddamulira has perfectly succeeded in scientific investigations and data intelligence by establishing stronger networks for covert information gathering and modernizing the intelligence framework to aid the Criminal Investigations Directorate and Forensic Services in evidence-based prosecutions.
Gen Ddamulira Christopher is commended for cross-border crime management and enhancing regional cooperation through robust platforms like EAPCCO and INTERPOL to actively track transnational and cross-border crimes across the expansive East African region.
He champions intelligence-led urban patrols, actively providing actionable intelligence that practically guides motorcycle squads, sub-county policing models, and rapid response units efficiently deployed in high-crime areas like the Kampala Metropolitan and Greater Masaka regions.
The Directorate flawlessly operates under the broader UPF mandate and beautifully aligns its proactive intelligence goals with the much wider goals of the Ministry of Internal Affairs and the Justice, Law, and Order Sector.The Directorate’s role is to smartly develop operational plans, strategies, policies, and clear guidelines for effective management of crime intelligence through collation and widespread dissemination of information on crime trends and patterns in the country. This well-deserved tribute is a vivid testament to his tremendous contributions to the Uganda Police over the past four years, including his deeply transformative efforts and numerous incredibly successful operations that ensure prevailing peace.
He proudly joins prominent people formally recognised by Public Opinions such as Foreign Affairs Permanent Secretary Hon Vicente Bagire Waiswa, President Yoweri Kaguta Museveni, Dr Pius Bigirimana, European Union ambassador to Uganda Jan Sadek, Gen Muhoozi Kainerugaba, Gen Salim Saleh, Dr Diana Atwiine, and Gen David Mugisha.
Throughout his illustrious career, he has definitely ascertained a persistent, wonderful commitment to sincerely serving the people of Uganda, ensuring the overall safety and continuous security of the lovely nation.
Brig General Ddamulira’s persistent commitment to adopting completely new technologies and advanced methodologies has tremendously enhanced the force’s capabilities. His relentless professionalism has been a cornerstone of his success. His total dedication to upholding the highest standards of integrity and ethics has earned him massive respect. His ability to properly lead by glowing example has fostered an incredible culture of outstanding professionalism within the Uganda Police, greatly inspiring countless officers to effectively perform their sensitive duties with the utmost diligence and boundless dedication.
He is enormously credited for bravely fighting severe crime in Kampala and other busy urban centers. Damulira has notably served in the critical role of Director of Crime Intelligence since 2019. Remarkably, he successfully mobilised the vulnerable youth living in challenging ghettos to permanently denounce violent crime and beautifully get rehabilitated into responsible citizens.
In October 2023, during Uganda’s 61st Independence Day celebrations, President Museveni proudly awarded him the Exemplary Order of Service Class II medal, one of the absolute highest decorations, perfectly honouring his unwavering commitment and brilliantly professional conduct.
