Gen Muhoozi Kainerugaba: A General Who Has Strengthened Discipline Among Soldiers

People who continue to wish ill on the leadership of Gen. Muhoozi Kainerugaba need reflection so that they can appreciate that, among armies in the Great Lakes region, the Uganda People’s Defence Forces (UPDF) has emerged as one of the most disciplined forces.

The level of discipline exhibited by UPDF soldiers toward civilians is far improved compared to previous regimes, where civilians could not point at or even speak to a soldier. That is no longer the case today.

In past regimes, soldiers often acted with impunity. There were instances where a soldier could forcibly take a civilian’s wife without consequence, sometimes even endangering the life of the husband.

Today, such actions are no longer tolerated. With the current level of discipline in the army, civilians feel more secure and confident in their interactions with soldiers.

UPDF soldiers now play a more protective role in society. They intervene to stop violence, including cases where civilians are attacked by criminals or when conflicts arise within communities—something that was not common in previous regimes.

There is also increased social interaction between civilians and members of the army, reflecting improved relations and trust.

This progress is attributed to efforts by Gen. Muhoozi to strengthen discipline and professionalism within the UPDF, ensuring that the army serves and protects the people of Uganda.

While some critics still question the conduct of the army and raise concerns about isolated incidents, such cases are not reflective of the institution as a whole and are subject to investigation and accountability.

Gen. Muhoozi has also taken steps to address corruption within the forces by dealing with individuals involved in mismanagement of resources meant to improve the welfare of soldiers and enhance operational capacity.

Reports indicate that issues such as fuel theft have been significantly reduced under his leadership. Promotions within the army have also improved, boosting morale and encouraging more Ugandans to consider joining the force.

In addition, the welfare of soldiers, including accommodation and working conditions, has been enhanced, contributing to a more motivated and professional army.

These developments, according to supporters, demonstrate a shift toward a more disciplined, accountable, and people-centered military.
