Napak, Uganda – As other districts across the country are facing serious challenges of contractors abandoning projects under the Uganda Intergovernmental Fiscal Transfers Program (UgIFT), Napak District in the entire Karamoja region has scored the best in implementing the project.
The UgIFT project is a World Bank-funded project aimed at helping government improve the adequacy, equity, and effectiveness of financing for local government services.
It focuses on delivering essential services in rural and underserved areas, primarily targeting education, health, water and environment, and micro-irrigation.
In other districts in the region, most of the UgIFT projects have stalled for unclear reasons, while Napak projects are fully completed and already functional.
Mr Robert Abia Owili, the Chief Administrative Officer of Napak, confirmed that Napak District has never faced the challenge of contractors abandoning work due to close supervision.
He said the construction projects in the district were progressing well.
According to Mr Abia, Napak Seed Secondary School under UgIFT was commissioned by the Hon. Minister of Local Government last year and is already operational with over 450 students studying there. The construction of Lopeei Seed Secondary School under UgIFT is nearly complete, while Iriiri Seed Secondary School was completed and is already operational.

“We have done a lot as Napak, and Karamoja socio-economic indicators are improving,” he said.
Mr Abia noted that piped water under UgIFT is already available at Iriiri Seed Secondary School.
He added that due to the successful projects, the President got 93.4% of the votes in Napak in the concluded general elections.
