Pader, Uganda – The Uganda People’s Defence Forces (UPDF) has reaffirmed its commitment to continuing Operation Harmony under Presidential Executive Order No. 2, stating that no individual or group will interfere with its execution.
Capt. Edrin Mawanda, the Public Information Officer for the UPDF 5th Infantry Division, emphasized the army’s legal and constitutional mandate.
“The UPDF operates under Presidential Executive Order No. 2, and Operation Harmony will continue without interruption,” Capt. Mawanda stated.
He dismissed allegations that the UPDF has mistreated civilians during the eviction of Balaalo pastoralists from Aswa Ranch and Acholi Ranch, calling the claims of harassment, gunfire, and mistreatment “false and unfounded.”
According to Capt. Mawanda, during a community meeting held on July 25, 2025, several individuals who had been grazing animals in Aswa Ranch openly admitted to occupying the land illegally.
He also addressed rumors that UPDF soldiers were consuming food meant for local residents, firmly stating that:
“These accusations are baseless. The UPDF is fully facilitated and adequately supported throughout Operation Harmony.”
Capt. Mawanda concluded by reiterating the UPDF’s commitment to professionalism, discipline, and the protection of all citizens:
“We are here to uphold the rule of law, implement government directives, and ensure peace and security for all.”
Operation Harmony continues to be implemented across the region as part of efforts to restore order and ensure lawful land use.
