Boundary Dispute Sparks Tensions Between Kabarole and Ntoroko Districts

A heated boundary dispute between Kabarole and Ntoroko districts over the ownership of Nyamisingiri Village has intensified, causing tensions among residents and local leaders. The contested village, situated on the boundary of the two districts, is home to the Bakonjo and Batooro tribes. While the Bakonjo are associated with Ntoroko District, the Batooro claim the village falls under the jurisdiction of Kabarole District.

The disagreement, exacerbated by tribal affiliations, raises concerns about the potential for clashes between the communities. Ntoroko District leaders argue that Nyamisingiri Village is part of Nyamisingiri Parish in Nombe Sub-county, while Kabarole District claims it falls under Bwanika Parish in Kichwamba Sub-county.

The conflict has led to a bureaucratic tussle, with conflicting stamps from both districts found in the contested village. Ntoroko District officials contend that the village chairman possesses a stamp from the Local Government under Ntoroko District, while another village chairman has a stamp from Kabarole District.

The disagreement extends to government programs, with residents reporting exclusion from certain initiatives, such as immunization, based on assumptions by district officials about ownership. The recent incident involving a UPDF helicopter crash in Nyamisingiri Village added complexity to the situation.

Nyamisingiri SDA Primary School, located in the contested village, has become a focal point of contention. Although the school was constructed by Kabarole District, Ntoroko District leaders are calling for its relocation to their jurisdiction.

The conflicting claims have prompted leaders from both districts to seek intervention from higher authorities, including the Ministry of Local Government and the Electoral Commission. The situation is further complicated by historical inconsistencies, previous disagreements, and financial dualism in allocating funds to the village from both districts.
