The Rubanda District LC5 Chairperson, Ampeire Stephen Kasyaba, has unveiled the district’s development plans during the district budget conference held at Volcano Hotel in Rubanda Town Council.
Addressing various stakeholders, Kasyaba emphasized that the district will prioritize completion of ongoing projects in the next financial year.
He announced that the total budget for the 2025/2026 financial year has increased from UGX 42 billion to UGX 46 billion, representing a 9.5% rise.
According to Kasyaba, the increase is mainly due to salary increments in the health sector amounting to UGX 1.85 billion, as well as additional funds from the Uganda Wildlife Authority (UWA), the Transitional Development Grant, and the Discretionary Development Equalization Grant (DDEG), among others.
The LC5 Chairperson also highlighted the district’s key achievements in the 2024/2025 financial year. These include fencing the district headquarters, constructing Bubare Sub-county offices, advancing Phase III of the Rubanda Council Hall construction, installing micro-scale irrigation systems, upgrading Muko Health Centre IV to district hospital status, supplying medical equipment, and maintaining district roads.
However, Kasyaba noted several challenges affecting budget implementation. These include declining local revenue collections—mainly because some town councils have failed to remit funds to the district—and a shortage of vehicles in departments such as roads, water, finance, and natural resources.
Looking ahead, Kasyaba said the district will focus on completing key ongoing projects, including the district council office block, the health office block, and the district hospital construction.
