Rubirizi District Suspends Senior Officials Over Alleged Neglect of Duty and Corruption Claims

RUBIRIZI, Uganda — Rubirizi District Local Government has suspended three senior officials for six months over alleged negligence of duty and suspected involvement in corruption-related offenses, in a move authorities say is aimed at safeguarding ongoing investigations and court proceedings.

The interdicted officials include Mr Julius Mwebaze, the Senior Human Resource Officer; Mr J.B Ahimbisibwe, Headteacher of Buhinda Primary School; and Dr Anatori, the officer in charge of Munyonyi Health Centre III.
Meanwhile, Mr Richard Munori, the District Secretary Service Commission, remains under suspension until further notice as he faces a separate court case linked to alleged neglect of duty.

According to district authorities, the suspensions follow charges filed in court against the affected officials. An official letter issued by the Chief Administrative Officer indicates that the matter, registered as Criminal Case Number CO-0150/26, relates to allegations of failure to perform official duties in accordance with Section 101 of the Penal Code Act.
The interdictions took immediate effect and were implemented under the Public Service Standing Orders of 2021 to allow investigations and court processes to proceed without interference.

Under the terms of the suspension, the affected officials are barred from accessing their offices unless officially authorized, must immediately hand over government responsibilities, and are prohibited from leaving the country without formal permission. They will, however, continue receiving half of their monthly salaries during the interdiction period.

Rubirizi District Communication Officer Mr Amon Muhereza confirmed the suspensions, emphasizing that interdiction is purely an administrative measure and should not be interpreted as proof of guilt.

He said the action is intended to ensure transparency and integrity in the investigations while preserving the credibility of district institutions.

Muhereza further noted that court directives specifically restrict some of the implicated officials, including Mr Julius Mwebaze, from traveling outside Uganda without authorization as legal proceedings continue.

The suspensions have drawn public attention in Rubirizi, with residents closely watching the outcome of the cases as concerns over accountability and service delivery within local government institutions remain high.
