Uganda, Africa’s Top Alcohol Consumer, Considers Tax Hike to Cut Boozing

Health activists from the Uganda Alcohol Policy Alliance convened with Members of Parliament on April 26th in Kampala, advocating for a substantial increase in taxes on alcoholic products. They assert that this measure will serve as a potent tool in reducing excessive alcohol consumption within the country.

Dr. Nafsa Kukwata Ssentongo, Acting Assistant Commissioner of Mental Health, emphasized that raising the tax on alcoholic beverages to 35% is viewed as a deterrent, particularly for young people and low-income earners. “We need to safeguard our youth and those less fortunate,” Dr. Nafsa stressed, highlighting harmful alcohol consumption as a significant obstacle to development. “People are spending their money on alcohol in ways that are detrimental.”




This proposal aligns with Uganda’s budgeting process, presenting an opportune moment for action. Hon. Geoffrey Macho, Member of Parliament for Busia Municipality, urged lobbying colleagues in key committees, specifically Health, Budget, and others, to prioritize alcohol as a major topic of discussion.




Prof. Dr. Nazarius Mbona Tumwesigye, an activist from Makerere University’s School of Public Health, underscored the evidence supporting this approach. “There’s significant proof that raising alcohol taxes lowers addiction rates, increases government revenue, and reduces alcohol-related problems,” he explained.




This push for higher taxes comes as the Uganda Revenue Authority seeks ways to collect UGX 31.574 trillion for the upcoming national budget. According to a 2023 World Health Organization report, Uganda has the highest alcohol consumption rate in Africa, with an average citizen consuming 12.21 liters of pure alcohol per year. Men are reported to consume significantly more than women, averaging 19.93 liters compared to 4.88 liters.
