Dokolo, Uganda – The territorial police in Dokolo District have launched an investigation into allegations that Okello Denis Livingstone, the District Inspector of Schools for Dokolo District Local Government (DDLG), used forged academic documents and an appointment letter to secure employment.
The complaint was filed by the Inspectorate of Government (IG) Lira Regional Office on April 25, 2025, prompting immediate action from law enforcement.
According to the IG’s findings, Mr. Okello allegedly falsified his academic credentials and appointment letter to gain employment as an Assistant Education Officer before being promoted to Inspector of Schools.
Records indicate he was appointed on November 1, 2016, and later confirmed in his role on October 24, 2018. The IG’s investigation, which began in 2021, concluded in April 2025, revealing discrepancies in his documentation.
The Dokolo Central Police Station has registered a General Enquiry File (GEF: 04/2025) to further probe the matter. Key steps taken so far include:
– Summoning and detaining Mr. Okello, who was later released on police bond.
– Recording statements from the Chief Administrative Officer (CAO), District Education Officer (DEO), and other officials.
– Retrieving documentary evidence from the Dokolo District registry.
Authorities are yet to:
– Interview the Principal Human Resource Officer and the Chairperson of the District Service Commission.
– Obtain the original appointment letter and posting instructions from the Ministry of Education and Sports in Kampala for verification.
Once all evidence is gathered, the case file will be forwarded to the Office of the Director of Public Prosecutions (ODPP) for legal advice and potential prosecution.
SP PJ Okema, the North Kyoga Regional Public Relations Officer, emphasized the police’s dedication to ensuring transparency and accountability in public service. “We take allegations of forgery and misconduct seriously. The investigation will be thorough, and due process will be followed,” he stated.
