“No One Is Above the Law” — Whistleblower Demands Immediate Probe into Alleged Corruption Web at Buganda Road Court

A fresh storm is brewing around the Buganda Road Chief Magistrate’s Court after a whistleblower petition accused several judicial officers of presiding over what has been described as a “predatory litigation system” allegedly benefiting a single money lending company, Clarks Financials Ltd.

The complaint, addressed to Muhoozi Kainerugaba and copied to top judicial and anti-corruption authorities, claims that a pattern of default judgments and ex-parte proceedings at the court raises serious concerns about abuse of judicial processes.

According to the petition, data extracted from Uganda’s Electronic Case Management Information System (ECCMIS) allegedly shows an unusually high concentration of rulings linked to the same lender and handled by a small group of magistrates.

The whistleblower specifically named Magistrates Winnie Nankya, Basajabalaba Jalia, and Alex Niyonzima, claiming they collectively handled dozens of default judgments and summons involving the lender between 2024 and 2025.

The document alleges that some defendants may have been denied fair hearings through what it described as “fraudulent ex-parte entries,” where judgments were allegedly entered without proper proof of service being verified.

It further accuses the lender of pursuing court-sanctioned property attachments while simultaneously collecting payments directly from borrowers outside court processes.

The petition also references lawyer Aggrey Wagubi, alleging that he played a central role in the litigation surrounding the cases linked to the money lending firm.

The whistleblower called for investigations into the alleged relationship between the legal representation and the lending operations.

Among the key demands raised are the suspension and investigation of the named magistrates, a forensic audit of all related case files, and temporary suspension of active execution warrants connected to the disputed matters.

The whistleblower further requested intervention from the Judicial Service Commission, the Inspectorate of Government, and the Uganda Police Force.

The allegations appear to echo concerns highlighted in a February 2026 investigative publication by The Ultimate Post, which reported statistically irregular ruling patterns involving the same lender at Buganda Road Court.

The report noted that some judicial officers had significantly more interactions with the lender’s files compared to others.

The whistleblower insists the complaint is intended to restore public confidence in the judiciary and prevent courts from being used as instruments of intimidation and unlawful enrichment.

However, as of the time of the petition, no formal response had yet been issued by the court administration or the officials named in the allegations.
