The Uganda Revenue Authority (URA) has begun relocating several of its major departments from Nakawa to RR Pearl Tower, a modern commercial building owned by city businessman Dr. Sudhir Ruparelia under the Ruparelia Group.
The move, which will be completed in phases between October 10th and 19th, 2025, is part of URA’s plan to improve efficiency, accessibility, and customer service.
Sources indicate that Sudhir is expected to earn billions of shillings in rental income from the deal, although URA officials maintain the decision was purely strategic — aimed at creating a more convenient and professional environment for taxpayers.
The Large Taxpayers Office, Public Sector and Medium Taxpayers Office, Risk and Strategy Department, and Petroleum Division are among the key units relocating to the new facility. The first phase of operations at the Pearl Tower begins on October 13th, 2025, with full operations expected by October 20th.
Located along Yusuf Lule Road, opposite the Ministry of Health, RR Pearl Tower stands as one of Kampala’s newest Grade-A office spaces. Developed by Meera Investments Limited, the 22-storey skyscraper features advanced infrastructure, energy-efficient systems, reliable internet, 24-hour security, and spacious parking — making it a top choice for leading corporations.
URA says the relocation is in line with its ongoing transformation agenda to modernize tax administration and bring services closer to clients.
> “This move reflects our commitment to deliver efficient, transparent, and people-centered services,” the Authority stated.
Sudhir’s Pearl Tower continues to attract top tenants, strengthening its image as a symbol of modern business excellence and Kampala’s fast-growing skyline.
