Two men have been charged and sent to Luzira Prison for allegedly possessing and forging examination materials belonging to the Uganda National Examinations Board (UNEB).
The accused are Rinet Tusubira, 24, a self-employed resident of Kampala, and Hillary Abaasabyona, 27. They appeared separately before Senior Principal Grade One Magistrate Nicholas Aisu at the City Hall Court in Kampala.
Charges Against Tusubira
Court heard that in October 2025, Tusubira was found in possession of materials and information believed to relate to the contents of UNEB examination papers. Prosecution contends that he knowingly and willfully kept the said materials, which is contrary to examination security laws.
When the charges were read out, Tusubira pleaded guilty to unlawful possession of examination materials and also admitted to conspiracy to commit a felony. He was remanded as the state prepares to present the facts of the case before sentencing later this week.
Allegations Against Abaasabyona
His co-accused, Abaasabyona, denied the charges of forgery and conspiracy to commit a felony. According to prosecution led by Senior State Prosecutor Mercy Yamangusho, Abaasabyona allegedly forged multiple academic documents between November and October 2025 in Kampala.
The forged items reportedly include UACE security seals, university transcripts, sample stamps, and certificates from various institutions such as Kyambogo University, Makerere University, Uganda Management Institute, Bishop Stuart University, Uganda Business and Technical Examinations Board, and Nsamizi Training Institute of Social Development.
Both suspects are also accused of forging Kyambogo University Grade III Teachers’ Certificates in their names.
Court Proceedings
Prosecutor Yamangusho informed the court that investigations into the case are still ongoing. Magistrate Aisu ordered the two men to be remanded to Luzira Prison until Friday, when the state will present the facts surrounding Tusubira’s plea for sentencing. Abaasabyona is expected to reappear the same day for an update on the progress of investigations.
