Kabale, Uganda — Police in Kabale District have arrested five individuals, including three assistant registrars from the National Identification and Registration Authority (NIRA), for allegedly soliciting bribes during the ongoing national ID registration exercise.
The arrests were carried out on the afternoon of October 16, 2025, in Butanda and Kahungye sub-counties, following multiple complaints from members of the public.
According to Elly Maate, the Kigezi Region Police Spokesperson, the suspects have been identified as:
- Kwesiga Erias – NIRA Assistant Registrar
- Joseph Saali – Suspected broker
- Simpson Mugisha – Suspected broker (arrested at Kinyamali COU Compassion Centre with Shs 485,000)
- Kukundakwe Halima – NIRA Assistant Registrar
- Kwesiga Ronald – NIRA Assistant Registrar (both arrested at Rubaya Church of Uganda Compassion Centre in Kahungye Sub-county with Shs 86,000 allegedly collected from applicants)
Police say another suspect, a woman only identified as Milda, believed to have worked as a cook for the registrars while also receiving bribes on their behalf, fled the scene with additional money and is currently on the run.
Preliminary investigations indicate that applicants were allegedly being charged between Shs 10,000 and Shs 12,000 to access services that are supposed to be free of charge.
Elly Maate stated that the operation serves as a strong warning to other officials who may be involved in similar acts of corruption. He added that investigations are ongoing, and the suspects will be arraigned in court upon completion of inquiries.
