Maj Gen Moses Rwakitarate serves as the chief of the office of the Coordinator of National Vital Assets and Strategic Installations. This pivotal coordination touches both government and private sectors, ensuring that they are synchronized in their efforts to safeguard Uganda’s critical infrastructure while identifying grey areas that require attention. Rwakitarate has been leading this strategic office since 2024, following his appointment by the Commander in Chief.
Rwakitarate is known for his jolly demeanor and peace-loving nature. He is friendly and has positively impacted many individuals, especially the youth, helping them achieve their aspirations. During his tenure as Chief of Staff of the Air Force years ago, he groomed hundreds of National Resistance Movement (NRM) youth, many of whom have found success in their respective fields. His unwavering support for Gen. Yoweri Museveni and Gen. Muhoozi Kainerugaba is evident, as he has remained a steadfast ally to the NRM while maintaining a friendly rapport with its members.
In January 2024, Gen. Rwakitarate was honored by Public Opinions, a prominent field-based firm, when he was inducted into the list of the top 100 Uganda Development Champions. This recognition came as appreciation for his significant contributions towards the socio-economic transformation of Uganda. Public Opinions is dedicated to achieving Uganda Vision 2040 through personal and corporate profiling, identifying the best-performing leaders and entities, and disseminating vital information across the country. The firm operates on 1,000 WhatsApp groups, each with around 500 members, making it the leading information dissemination organization in Uganda.
As the Coordinator of National Vital Assets and Strategic Installations, Rwakitarate’s responsibilities encompass the security of all vital installations in the country. This includes essential entities such as the Uganda Revenue Authority, National Identification Registration Authority, Uganda Wildlife Authority, bridges, dams, oil and gas installations, electricity generation, transmission and distribution, as well as the National Water and Sewerage Corporation and national game parks. The scope of his work also covers hotels, airports, water bodies, health facilities, and security installations.
In his illustrious career, Major General Moses Rwakitarate has held numerous prominent positions within the Uganda People’s Defence Forces (UPDF). In February 2024, he was appointed as the Coordinator of National Vital Assets and Strategic Installations, a role that focuses on safeguarding the security of Uganda’s critical assets and infrastructure. Additionally, he became the chairman of the committee established to create the Uganda National Military Museum in July 2024. This museum will chronicle the history of Uganda’s defense forces, with its location in Katonga, a significant site known for pivotal battles during Uganda’s liberation.
Before taking on these roles, Rwakitarate served as a defence attaché in Brussels, representing Uganda to the European Union from 2016 until early 2024. He also held the position of Chief of Staff for the Uganda Air Force from August 2008 to October 2012 and was appointed to head the Joint Security Unit at Entebbe International Airport in 2002. His previous diplomatic postings include a redeployment to Brussels as a military attaché.
In terms of education and expertise, Rwakitarate has studied at Cranfield University’s Defence College of Management and Technology and has also worked as a security consultant for BlackRock Security Consultants in Kampala, Uganda. His public engagements have included addressing national security concerns related to infrastructure. In May 2025, he pledged support for a campaign against telecom vandalism, emphasizing the importance of securing Uganda’s communication networks. Furthermore, he has engaged with international partners regarding strategic infrastructure, such as the Djibouti-Kampala corridor.
In July 2024, the Commander in Chief Yoweri Museveni appointed Maj Gen Moses Rwakitarate to lead the committee establishing the Uganda National Military Museum. He replaced Maj Gen Henry Matsiko, the first head of the Implementation Committee for the museum. UPDF’s Chief of Joint Staff, Maj Gen Jack Bakasumba, remarked that the military museum will not only tell the history of the country’s defense forces but also serve as a source of revenue for the UPDF through tourism. UPDF has expressed its full support for Maj Gen Rwakitarate, with expectations for a museum that meets international standards.
His role will be crucial in the upcoming 2026 presidential and parliamentary elections. We commend Gen Rwakitarate for his dedication to sustainable peace and development of Uganda.
