‘I’ll Expose You All!’: Obongi RDC Mpimbaza Accuses LC5 chairman Buga and Civil Servants of Corruption and Incompetence as Politics Heat Up

The Resident District Commissioner (RDC) of Obongi District Samuel Mpimbaza Hasaka has assured Obongi LCV chairman Buga Chemist that he (LC5) may not make it to another term, as the NRM’s young blood is preparing to replace his seat in the 2026 general elections.

Hasaka accused the LCV of refusing to welcome new NRM members who are crossing from opposition parties to join the mighty NRM. He said the NRM Secretariat should discipline Buga for not welcoming FDC, DP, NUP, and UPC converts—more than 200 people—who are willing to join the party.

According to Hasaka, Buga should be ready to pack and go home as he is losing both the position of NRM district chairperson and the LCV flag bearer position.

Thirdly, Hasaka claims that Buga is responsible for the unfortunate developments in Obongi District, and he is confident that the people of Obongi will vote him out of office in the 2026 general elections.

The RDC of Obongi District has labeled the current Obongi District Chairman as a political loser in the upcoming 2026 elections.

RDC Hasaka Mpimbaza Samuel, commonly known as the anti-corruption straight talker, has disputed the accusations made by the Obongi District Chairman in an online tabloid, calling them false allegations meant to cover up corruption in Obongi.

What I know is that Mr. Buga Khemis Habib, the chairman of Obongi District, risks going to prison if it is proven that he owns a project worth 500 million shillings in one of the sub-counties. Recently, Buga complained to the Minister for the Presidency, Hon. Milly Babalanda, requesting the removal or transfer of RDC Samuel Mpimbaza Hasaka, warning that failure to do so could lead to severe political consequences for the ruling NRM party ahead of the 2026 general elections.

When contacted on Monday evening, Buga told our reporter that he was still engaged in a meeting.

Hasaka provided evidence to this publication that the hungry community has petitioned the President’s office through a letter signed by several people, which Buga should not take lightly.

According to the RDC, a concerned citizen of Obongi wrote a two-page letter on March 27, 2025, requesting the immediate resignation of top civil servants in Obongi District Local Government (DLG) for failing to implement an IGG order on the interdiction of the Acting Production Officer. Last week, RDC Hasaka discovered an over 56 million shilling ghost project for a waste management facility at Dongo Market in Itula Subcounty in Obongi District. While monitoring government programs in the district, Hasaka, who was accompanied by ARDC Umuhoza Habiba Furaha, found that the waste management facility—under the Development Response to Displacement Impacts Project (DRDIP)—was supposed to be completed before the end of 2023, but it is not up to date.

Hasaka blamed the chairman for the technicalization of corruption in Obongi, calling for the State House Anti-Corruption Unit to conduct fresh arrests of suspects involved in the alleged corruption, including the district chairman.

The Ankole Times newspaper will once again engage the district chairman and the Obongi CAO, Benson Humphrey Otim, regarding their responses to the accusations made by RDC Hasaka concerning several ghost projects, the failed interdiction of technical staff after an order from the IGG’s office, and the shortlist of a senior district councilor in the recent job advert in Obongi District, among other issues.
