Rubanda CAO Puts Accountability at Centre of New Financial Year

RUBANDA – Rubanda District Chief Administrative Officer (CAO) Samuel Ahabwe has directed senior management to make accountability and prudent management of public resources the top priority as the district begins the 2026/2027 Financial Year.

Speaking during the Senior Management Meeting held on Monday, July 6, 2026, at the District Executive Board Room, Ahabwe said all heads of departments must embrace transparency, professionalism and strict financial discipline to ensure effective service delivery.

He stressed that accountability is both a constitutional and professional obligation, warning that no officer should treat it as optional.

“As we conclude FY 2025/2026, our immediate priority is ensuring full accountability for all public resources entrusted to us,” Ahabwe said.

The CAO instructed all heads of departments and accounting officers at cost centre level to ensure every financial transaction is fully supported with the required documentation and properly accounted for.

He also emphasized the timely submission of mandatory reports, including financial statements, Board of Survey reports, departmental performance reports for FY 2025/2026, and work plans for FY 2026/2027.

According to Ahabwe, the documents are essential for accountability, planning, budgeting, performance assessment and the upcoming audit exercise.

He cautioned that delays or failure to submit the reports could undermine the district’s credibility and expose it to avoidable audit queries.

The CAO further urged departments to improve record management by organizing files early and maintaining complete documentation, describing proper record keeping as a key pillar of good governance.

Beyond financial accountability, Ahabwe called for stronger monitoring of government projects to guarantee quality implementation, value for money and long-term sustainability. He also directed departments to immediately begin executing the FY 2026/2027 budget, which took effect on July 1.

On public service standards, the CAO reminded officers to uphold the Public Service Code of Conduct by demonstrating punctuality, integrity, professionalism, customer care and confidentiality in the execution of their duties.

“As leaders, our behaviour sets the standard for all other staff,” he said.

Ahabwe also welcomed the district’s newly appointed senior officers, including the District Health Officer, District Internal Auditor and Principal Human Resource Officer, urging them to uphold accountability from the outset of their assignments.

He concluded by calling on the district’s leadership to begin the new financial year with renewed commitment and a shared determination to deliver quality services to the people of Rubanda.
