RUBIRIZI, Uganda — The Secretary of the Rubirizi District Service Commission, Mr Richard Munori, has been suspended over allegations of tampering with recruitment lists, as security agencies launch investigations into the matter.
The suspension was announced by the Rubirizi District Local Government in conjunction with the District Security Committee following growing complaints from stakeholders, local leaders, and members of the public regarding irregularities in the recruitment process.
Speaking at a press conference held at the district headquarters, the Chief Administrative Officer (CAO), Mr Paul Samuel Mbiiwa, confirmed the development, stating that the decision was reached after reviewing concerns about alleged manipulation of lists of successful candidates.
“The District Security Committee has resolved to suspend the Secretary of the District Service Commission to allow for thorough investigations into the allegations of corruption and list tampering,” Mbiiwa said.
He added that police and other security agencies have already commenced inquiries and are expected to provide findings within two weeks.
Mbiiwa further noted that the ongoing recruitment process has been halted pending the outcome of the investigations. He urged members of the public, particularly affected applicants, to share any relevant information with authorities to support the probe.
Chairperson of the District Service Commission, Mr Charles Birungi, said the decision to suspend Munori was informed by discrepancies identified in the recruitment process. He explained that while 661 applicants sat aptitude tests, the initial list of shortlisted candidates for oral interviews contained clerical errors.
“A corrected list of shortlisted candidates was issued on April 17, 2026, after the errors were identified,” Birungi said, calling on the public to remain calm as investigations continue.
He also cautioned residents against politicising the recruitment process, urging them to avoid tribal, political, or religious bias.
“Employment opportunities in the district are open to all qualified Ugandans, not only natives of Rubirizi,” Birungi emphasized. “Recruitment will continue to be based on merit and competence.”
The District Service Commission reaffirmed its commitment to transparency and integrity, encouraging the public to cooperate with security agencies during the investigation period.
Authorities have indicated that appropriate legal action will be taken against any individuals found culpable once investigations are concluded.
