The Umukuuka of Bugisu, His Highness Jude Mike Mudoma, has unveiled a comprehensive five-year Strategic Development Plan aimed at preserving the rich cultural heritage of the Bamasaba and accelerating socio-economic development across the Bugisu sub-region.
Speaking at the launch, Umukuuka Mudoma emphasized that the strategic plan is anchored in the Constitution of the Republic of Uganda and the Institution of Traditional or Cultural Leaders Act. He noted that the plan will guide cultural, social, and economic transformation under his reign.
“Our strategic plan focuses on preserving Bugisu’s cultural values, norms, and practices, while also promoting health and wealth within the Bugisu sub-region,”
Umukuuka Mudoma stated.
To support the implementation of the plan, the Umukuuka has assembled a team of advisors comprising Cabinet Ministers, Commissioners, and Special Envoys. He commended them for their role in drafting the plan and thanked government institutions, the private sector, civil society, political leaders, clan heads, and the wider community for contributing valuable ideas.
He called upon both elders and youth to unite around the Strategic Plan to ensure that Bugisu remains a beacon of cultural pride, wealth, and diversity.
Prime Minister’s Remarks
Rt. Hon. Prime Minister Dr. Mwambu Paul said the plan will enhance service delivery through development programmes targeting poverty alleviation, environmental sustainability, and social welfare. He urged both local and international partners to join the Bamasaba in this noble mission.
Deputy Prime Minister’s Remarks
Deputy Prime Minister for HR & Planning, Dr. Wambaka Kosea, noted that the plan is based on a detailed situation analysis conducted in Bugisu. He said its implementation will contribute to poverty reduction, unity among the Bamasaba, and improved collaboration with other cultural institutions.
Finance Minister’s Remarks
The Minister of Finance and Economic Transformation, Hon. Andrew Masaba, expressed gratitude to partners who have supported development efforts spearheaded by the Umukuuka III. He highlighted contributions from various well-wishers and institutions, including:

b) Agriculture, Trade, and Market Access
c) Natural Resource and Environmental Sustainability
d) Human Capital Development
e) Financial Inclusion and Wealth Creation
f) Investment Promotion
g) Science, Technology, and Innovation (STI)
h) Resettlement and Restoration of Fragile Ecosystems
i) Infrastructure, Assets, and Systems of the Cultural Institution
j) Community Outreach and Corporate Social Responsibility
