Zelensky Rejects Trump Administration’s Proposal Over Lack of Security Guarantees

Ukrainian President Volodymyr Zelensky has publicly criticized a recent proposal from the United States, citing the absence of security guarantees as a key flaw. Zelensky rejected an offer from the Trump administration during a closed-door meeting on Wednesday, according to five sources familiar with the matter.

The proposal reportedly required Ukraine to relinquish 50% of its mineral resources in exchange for U.S. support. These sources included individuals directly involved in the talks or briefed on the details.

The deal, described as unusual by two European officials, would have granted the United States a 50% stake in Ukraine’s mineral resources, including critical materials like graphite, lithium, and uranium.

A U.S. official, whose name was not available, presented the offer to Ukraine, stating that the U.S. sought these resources as “repayment for the aid we’ve given them.” However, it remained unclear whether the agreement would encompass future military and financial assistance.

A Ukrainian official and an energy expert familiar with the proposal revealed that the Trump administration’s demands extended beyond minerals to include additional natural resources, such as oil and gas. The deal would have entitled the U.S. to half of Ukraine’s earnings from these resources, which are currently primarily invested in the country’s military and defense industries. This raised concerns about the potential impact on Ukraine’s ability to fund its ongoing conflict with Russia.

Zelensky, who has previously expressed willingness to leverage Ukraine’s mineral wealth in negotiations with allies, rejected the proposal due to its failure to link resource access to U.S. security guarantees for Kyiv. A second Ukrainian official, speaking anonymously due to the sensitivity of the discussions, confirmed that negotiations are ongoing. However, the broad scope of the proposal and the tense nature of the talks highlight the growing divide between Ukraine and the U.S. over continued support and the potential resolution of the war.

The request for half of Ukraine’s mineral resources was reportedly made during a meeting between an unnamed U.S. official and Zelensky in Kyiv on Wednesday. This marked the first visit by a Trump administration official to Ukraine since the conflict began. The U.S. government declined to comment on the negotiations.

Following the meeting, Ukrainian officials decided to review the proposal’s details and prepare a counteroffer. Zelensky was expected to present this counterproposal during his visit to the Munich Security Conference on Friday, where he met with U.S. Vice President JD Vance. However, it remains unclear whether a counterproposal was formally submitted.

Speaking to reporters in Munich on Saturday, Zelensky acknowledged that he had rejected the Trump administration’s offer. While he did not disclose the specific terms of the deal, he emphasized that it lacked security guarantees for Ukraine. “I don’t see this connection in the document,” he stated. “In my opinion, it’s not ready to protect us, our interests.”

The rejection underscores the challenges in aligning U.S. and Ukrainian priorities as the war continues. Zelensky’s insistence on security guarantees reflects Ukraine’s urgent need for assurances in its struggle against Russian aggression, while the U.S. proposal highlights the complexities of balancing resource demands with geopolitical support.

As negotiations persist, the outcome will likely shape the future of U.S.-Ukraine relations and the broader dynamics of the conflict.
