Chandi Jamwa Surprised by Pardon from Luzira Prison

Former National Social Security Fund (NSSF) managing director, David Chandi Jamwa, expressed surprise upon being released from Luzira Prison on January 18, 2024. Clad in a blue polo T-shirt and jeans, Jamwa walked out of prison alongside his mother and another relative. He described the jail experience as humbling and considered the prerogative of mercy an opportunity for character building and positive life changes.

Jamwa, serving a 12-year sentence for causing a financial loss of sh3 billion to NSSF, was among 12 prisoners pardoned by President Yoweri Museveni. The Prison Service Spokesperson, Frank Baine, explained that the prerogative of mercy is granted based on factors such as good character in prison, ill health, and old age. Article 121 of the Constitution of the Republic of Uganda allows for the prerogative of mercy, with an Advisory Committee providing advice to the President on such matters.
