The Uganda People’s Defence Forces (UPDF) has firmly denied any involvement in supporting the M23 rebels in the eastern Democratic Republic of the Congo (DRC), asserting that its engagement in conflicts is solely for regional peace efforts. Allegations suggesting Uganda’s support for the M23 rebels have surfaced on social media platforms within the DRC, with certain politicians and civil society figures amplifying these claims.
According to reports, some former ministers and civil society representatives have accused the Ugandan army of playing a contradictory role, purportedly backing the DRC army in its fight against the Allied Democratic Forces while simultaneously aiding the M23 rebels in the ongoing conflict.
In response to these allegations, the UPDF released a statement reaffirming its commitment to regional peace and emphasizing its non-involvement in internal conflicts of neighboring countries unless part of a broader regional peace initiative.
The UPDF refuted claims made by individuals, including Mr. Jules Mulumba, regarding the presence of Ugandan forces in Rutshuru territory, citing misleading use of photographs taken during the deployment of Ugandan troops as part of the East African Community Regional Force. These forces had been stationed in specific areas within the DRC but subsequently withdrew in December 2023.
The Ugandan embassy in Kinshasa issued a detailed rebuttal, categorically rejecting the accusations of Ugandan soldiers supporting the M23 rebels in Rutshuru territory. The embassy highlighted a concerning pattern of misinformation aimed at damaging Uganda’s reputation and undermining its relations with the DRC.
Ugandan officials emphasized their commitment to respecting the sovereignty and territorial integrity of the DRC, affirming that any cross-border operations are conducted through official channels with the consent of the Congolese government.
While accusations of external support for rebel groups in the DRC have been raised in the past, Ugandan involvement in finding solutions to conflicts in the Great Lakes region has also been recognized. Congolese authorities previously solicited Ugandan President Yoweri Museveni’s assistance in addressing regional conflicts, acknowledging the importance of Uganda’s role in promoting stability and peace in the region.
