His Royal Highness Won Nyaci Leads Development Drive in Amolatar

AMOLATAR, Uganda – In a move signalling strengthened collaboration between cultural institutions and government, the Deputy Resident District Commissioner for Amolatar, Mr Obonyo Magwar, has formally reached out to the newly enthroned supreme cultural head of the Luo, His Royal Highness Won Nyachi, seeking partnership in addressing critical development challenges facing the district.

In a communication dated February 28, 2026, Mr Obonyo congratulated His Royal Highness upon his recent enthronement and outlined several areas where the cultural leadership’s intervention through clan structures could accelerate progress in education, healthcare, women empowerment, and environmental conservation.

Education Emergency

The RDC’s office has identified low interest in education as a pressing concern, with pupils and learners reporting late school enrolment, resulting in low aptitude.

“Education is a known one-stop institution for impartation of knowledge, skilling the youth, and ultimate community development,” Mr Obonyo wrote.

According to the communication, learners face significant distractions from parents who assign gardening, household chores, and animal management responsibilities during school hours. The district leadership believes clan structures under His Royal Highness can lead sensitisation efforts to reverse this trend.

Women Empowerment Push

With only 33% of households moving beyond subsistence farming, the Deputy RDC highlighted the need to expand affirmative government programmes that enable women to access land and engage in innovative wealth creation enterprises.

“Women ready to utilise land with new innovative enterprises for the welfare of the entire family should be given the liberty to add value and explore further for wealth creation,” the letter emphasised.

The appeal comes as government seeks to strengthen cultural norms that support men working alongside women to address health and education needs.

Healthcare and Adult Learning

The district has called for intentional health programmes including appropriate family planning, home-based care, and approved alternative medicines. Adult education opportunities for women, without exclusion based on status, were also flagged as priority areas requiring cultural endorsement.

Beyond Subsistence: Value Addition

In a bold appeal, Mr Obonyo urged cultural leaders to support full integration of women into government campaigns for value addition and wealth creation, noting that even where financial resources are scarce, women can explore:

· Automobiles and electronics
· Fabrication and construction
· Alternative medicine development
· Competitive sports and games

“These are ripe areas for income generation,” the communication stated.Tree Planting and Climate Action

Families have been encouraged to plant more trees to mitigate adverse climate change effects. The RDC’s office observed that women are disproportionately exposed to carbon monoxide from traditional firewood cooking and recommended that SACCOs and community groups introduce eco-friendly stoves and promote gas for cooking.

Pledge of Cooperation

“With the assurance of mutually beneficial partnerships with government and government agencies, we pledge quality service and good governance,” Mr Obonyo assured His Royal Highness.

The letter was copied to the press, with the Deputy RDC expressing hope to meet the cultural leader at a mutually convenient time.
