Two individuals have been apprehended for their alleged involvement in the distribution of counterfeit Uganda National Examination Board (UNEB) papers via social media. Abdu Kareem Seguya, a 20-year-old who participated in the 2020 Uganda Certificate of Education (UCE) examinations in 2021, was taken into custody on October 25, 2023, by the Kampala Metropolitan Police on charges of fraud.
According to UNEB’s spokesperson, Jennifer Kalule Musamba, the suspect is set to face legal action for his role in aiding and abetting examination malpractice and for unauthorized possession of examination materials, which is a violation of Section 25 of the UNEB Act 2021. The UNEB Act expressly forbids sharing examination materials, and Kalule mentioned that Seguya, who goes by “Fresh Kareem” on his social media profiles, shared video clips of past papers with their actual years altered to make them appear as 2023 examination papers.
Furthermore, Kalule revealed that Seguya confessed to engaging in these activities with the aim of increasing his social media following.
In a separate but related incident, police in Old Kampala also arrested Luyima Gilbert, aged 49, for the alleged sale of materials and information purporting to be UNEB examinations. During his arrest, Luyima was found in the company of Suuna William, the headteacher of Old Kampala Secondary School, who was believed to be interested in acquiring the fake examination materials. Luyima was apprehended from the headteacher’s office.
Kalule informed the public that the search for individuals who may still be at large in connection with these cases is ongoing. The authorities are committed to a thorough investigation.
The UNEB Act 2021, in Section 25 (2), explicitly stipulates that anyone who intentionally or negligently assists or enables a candidate to acquire unauthorized possession of any examination papers, materials, or information commits an offense. Upon conviction, the offender may face a fine of up to two thousand currency points, equivalent to 40 million Ugandan shillings, or a prison sentence of up to 10 years, or both.
