As President Yoweri Kaguta Museveni prepares to implement changes in the office of Permanent Secretaries, calls have emerged for a closer examination of the conduct and lifestyles of senior accounting officers, with particular focus on allegations of unexplained wealth among some officials.
Sources indicate that there is a list of ten Permanent Secretaries(LIST TO BE RELEASED IN OUR NEXT ARTICLE) whose financial activities and asset acquisitions are now under informal scrutiny, amid claims that some have accumulated significant wealth through investments in high-value properties across Kampala, Mbarara, Lira, Gulu, and Rukungiri, allegedly registered under the names of relatives and associates.
According to the allegations, some of these officials are said to have acquired commercial buildings and other properties worth billions of shillings, raising questions about the source of their income and consistency with declared earnings.
With government intensifying its anti-corruption drive, observers argue that any meaningful reform should begin with lifestyle audits of top civil servants, especially those entrusted with managing public resources.
Reports further suggest that since news of the impending reshuffle emerged earlier in the week, individuals linked to the affected offices have been moving between government departments, allegedly seeking political connections to secure their positions. It is further claimed that lobbying efforts are ongoing, with promises of favours in exchange for protection.
However, these claims remain unverified, and no official list of implicated Permanent Secretaries has been released.
More details are expected as the government proceeds with the planned administrative changes, including possible disclosures on asset declarations and accountability measures within the civil service.
