PTA Chairperson Petitions Museveni Over Alleged Corruption and Mismanagement at Old Kampala SSS

KAMPALA, Uganda – The Parents Teachers Association (PTA) Chairperson of Old Kampala Senior Secondary School has petitioned President Yoweri Museveni, seeking his intervention over a string of alleged corruption, abuse of office and financial mismanagement by the school’s Head Teacher, Dorothy Kabanda Nakintu.

In a detailed petition dated 9th July 2026, the PTA Chairperson, Francisca A. Asiimwe, accuses the head teacher of presiding over widespread irregularities that have allegedly undermined governance and accountability at one of Uganda’s oldest secondary schools.

According to the petition, the complaints had previously been submitted to the Ministry of Education and Sports but allegedly received no meaningful response, prompting the PTA to seek direct intervention from the President.

The petition also raises concerns about the conduct of the Ministry’s Permanent Secretary, who is accused of failing to act on numerous complaints and instead allegedly supporting the head teacher despite the serious allegations.

The PTA and Board members listed more than 34 allegations against the head teacher, including the alleged irregular recruitment of relatives and family members without approval from the Board of Governors, unexplained increases in school fees, forgery of Board minutes and signatures, irregular procurement practices, payment of unauthorized allowances, and attempts to alter school governance structures.

The petition further alleges that the head teacher attempted to facilitate the grabbing of school land. It claims that Kampala Capital City Authority (KCCA), through the Lord Mayor, intervened and halted the alleged move after concerns were raised by stakeholders.

Other accusations include failure to follow procurement procedures, irregular disposal of school property, unauthorized contracts, unlawful transfer of school funds, failure to remit statutory deductions, financial mismanagement, abuse of office, and alleged intimidation of Board members and staff who questioned management decisions.

The PTA also accuses the head teacher of bypassing the legally established process for constituting the Board of Governors by allegedly attempting to handpick new board members instead of allowing nominations by the Foundation Body and other mandated stakeholders.

The petition argues that these actions have weakened institutional governance, created fear among staff and stakeholders, and negatively affected the school’s administration.

The PTA has asked President Museveni to institute immediate investigations into the allegations and ensure accountability for any officials found culpable.

Among the key requests are:

  • A forensic audit into the school’s finances and procurement processes.
  • Investigations into the alleged illegal recruitment of staff and payment of irregular allowances.
  • A review of the alleged land grabbing attempts.
  • Investigations into the alleged forgery of Board documents.
  • Appropriate disciplinary and criminal action against anyone found responsible.

Sources familiar with the matter indicate that President Museveni has since directed the Auditor General to conduct a comprehensive forensic audit of Old Kampala SSS and submit a report within one month.

By press time, neither Head Teacher Dorothy Kabanda Nakintu nor the Ministry of Education and Sports had publicly responded to the allegations contained in the petition.
